4800 Candidates Were Invited in the Thirteenth Express Entry Draw of 2023

4800 candidates were invited in the thirteenth Express Entry draw of 2023 in an all-program draw. 488 was the minimum Comprehensive Ranking System score required by the candidates.

Since April 26, this was the first all-program Express Entry draw. Candidates are considered from all three programs which are managed under the Express Entry application system in an all-program draw, which are namely, and Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), and Federal Skilled Worker Program (FSWP).

This draw follows the draw in which 589 candidates received Invitations to Apply (ITAs) in a Provincial Nominee Program (PNP) specific draw on May 10. If the candidates are in Express Entry pool and have been nominated by a Canadian province, then only it is considered a PNP only draw.

Express Entry in 2023

A strong pattern has not been yet established in terms of the frequency of draws, the type of draw, and even the number of candidates invited.

The January draws are following the pre-pandemic pattern, which was inviting candidates from all programs and being two weeks apart from each other. This particular pattern changed in February as IRCC held four program draws between January 1 and March 1. The very first program-specific draw for the FSWP has also been seen by February.

There was one draw each week in March and three draws in February. Throughout March, over 21000 candidates were invited, the second-highest number of ITAs was issued in one month in the history of Express Entry.

The pre-pandemic pattern of one all-program draw every 2 weeks was resumed by April. As bill C-19 received royal assent in 2022, IRCC is expected to begin holding draws later this year in which Express Entry candidates will be targeted on specific attributes rather than a high CRS score. The immigration minister of Canada has the authority to invite candidates who can fulfill labour shortage by economically establishing themselves in Canada and contributing into the economy of the country because of the bill.

Express Entry draws are completely at the discretion of IRCC and the immigration minister. There is no rule to say when draws will occur, from which program, the number of candidates, or the minimum CRS cut-off score, according to the Immigration and Refugee Protection Act.
