First PNP draw of 2025 held by Prince Edward Island

Prince Edward Island Provincial Nominee Program (PEI PNP) has conducted its first draw of the year, inviting candidates from the healthcare sector through the Labour Impact Category and PEI PNP Express Entry stream.

Key Details of the PEI PNP Draw

The draw took place on January 24, 2024, and resulted in 22 Invitations to Apply (ITAs) being issued. Candidates considered for this draw were required to be either already working in PEI or have a valid job offer in the healthcare sector.

The cut-off score for this draw was not made public, and the PEI PNP did not disclose the breakdown of invitations within the Labour Impact Category.

Eligibility for PEI PNP Express Entry

To qualify for the PEI PNP Express Entry stream, candidates must have an active Express Entry profile with Immigration, Refugees and Citizenship Canada (IRCC). Meet the criteria for one of the following federal economic immigration programs:

  • Canadian Experience Class (CEC)
  • Federal Skilled Worker Program (FSWP)
  • Federal Skilled Trades Program (FSTP)

Additionally, Post-Graduation Work Permit (PGWP) and Spousal Open Work Permit (SOWP) holders must:

  • Have at least four months of validity on their work permit when submitting an Expression of Interest (EOI).
  • Hold an educational credential from outside PEI or be a spouse/common-law partner of a PEI sponsor.
  • Have at least nine months of work experience with a PEI employer.

Understanding Base vs. Enhanced PNPs

There are two pathways for obtaining a provincial nomination:

  • Base PNPs: Candidates apply directly to the province. If approved, they receive a nomination but do not gain extra points in the Express Entry system.
  • Enhanced PNPs: Candidates in the Express Entry pool who receive a provincial nomination get an additional 600 points in the Comprehensive Ranking System (CRS), significantly increasing their chances of receiving an Invitation to Apply (ITA) for permanent residency.

Eligibility for PEI PNP Labour Impact Category

The Labour Impact Category consists of three streams:

  • Skilled Worker Stream
  • Critical Worker Stream
  • International Graduate Stream

To qualify, candidates must:

  • Be eligible for one of the streams under this category.
  • Be between 21 and 59 years old.
  • Hold a full-time, permanent job offer (or a minimum two-year job offer) from a PEI employer.
  • Meet the provincial settlement fund requirements.
  • Show a genuine intention to reside in PEI.
  • Have at least CLB 4 in language proficiency.

Each stream has additional specific eligibility criteria.

PNP Trends and Future Outlook

According to Canada’s 2025-27 Immigration Levels Plan, Provincial Nominee Program (PNP) allocations will be significantly reduced in 2025. The total PNP admissions target will drop from 110,000 in 2024 to 55,000 in 2025, which may result in fewer ITAs being issued by provinces throughout the year.

These allocations are determined by the federal government and are distributed among all PNPs across Canada.
