Eligibility Details Released for IRCC’s New Home Care Worker PR Program

Canada is making it easier for home care workers to become permanent residents! Immigration, Refugees and Citizenship Canada (IRCC) has shared fresh updates on the new Home Care Worker Immigration Pilots (HCWP), simplifying language, experience, and education requirements.

Key Launch Dates and Application Info

The new pathways will officially open on March 31, 2025. At first, only workers already in Canada can apply, but applications for those living abroad will start later in the year. IRCC recommends that interested applicants take a language test and get their educational qualifications assessed in advance to avoid delays.

Two Application Streams

The program will offer two separate streams:

  1. Workers in Canada Stream: Opens March 31, 2025, for those already living and working in Canada.
  1. Applicants Outside Canada Stream: Set to open later in 2025, with more details to come from IRCC.

Eligibility Criteria for Home Care Workers

To apply, candidates must meet these requirements:

  • Work Experience: At least six months of relevant, recent experience or a credential from six months of home care training.
  • Language Skills: CLB 4 or higher in English or French.
  • Job Offer: A valid job offer from either a private household or a recognized organization providing full-time home care services.
  • Education: High school diploma or equivalent.

Eligible Employers for Job Offers

Qualified job offers can come from:

  • Home health care providers
  • Home support service agencies
  • Direct care organizations
  • Residential personal care services
  • Pediatric home health care providers

However, offers from recruitment or placement agencies won’t qualify, and no LMIA is required for these job offers.

Support for Out-of-Status Workers and Past Applicants

Home care workers in Canada without valid status may still apply under a special public policy, though spots are limited.

Additionally, people who applied under the old Home Child Care Provider and Home Support Worker Pilots (which closed in June 2024) may still qualify for permanent residency if they applied under the “Gaining Experience Category” and have now met the work experience requirement.
