Candidates Were Invited By 3 Provinces This Week In the Latest PNP Draws

Candidates were invited by 3 provinces this week in the latest PNP draws, three provinces namely were Ontario, Manitoba, and British Columbia.

Except for Quebec and Nunavut, all the provinces and territories of Canada operate their own PNPs to select the economic immigration candidates that they feel have the best chance to establish themselves economically, settle in the province, and contribute to the economy of a province. PNP and Express Entry are two major immigration pathways in Canada. 

The federal government provides Quebec total autonomy over all its immigration programs because of its unique agreement. The main immigration pathway for newcomers to Canada is the Provincial Nominee Program (PNP). A target of 117,500 new permanent residents admitted to Canada via PNP per year by 2025 is set by the Immigration Levels Plan, more so than Express Entry (114,000).

Showcasing the Ability to Become Established Economically

A PNP candidate must apply to Immigration, Refugees and Citizenship Canada (IRCC) after receiving a provincial nomination to get status as a permanent resident of Canada.

When evaluating a permanent residence application, there are three main criteria that IRCC use which include the ability to become economically established in Canada, intention to reside in the province and territory that nominated them and being named in a nomination certificate issued by the government of a province and territory.

Getting nominated by a province is considered enough to demonstrate the ability to become economically established in most instances because the application for the provincial nomination and the one for permanent residence often have overlapping information.

Sometimes though, from a perceived skills mismatch with a job offer or candidate’s job, or for a candidate relying exclusively on financial aid from a family member, additional questions can arise from IRCC. Candidate’s demonstrated intention to reside in the nominating province can be impacted by this. Intention to live and work in the province of nomination can be proven by a PNP participant. Candidates can be invited to address these concerns if IRCC has reason to question his/her intent.

Provincial Immigration Results April 8-14

Manitoba

On April 6, 566 candidates were invited by Manitoba through the three streams of the Manitoba Provincial Nominee Program (MPNP). 157 were also Express Entry candidates among them. There were two separate draws through the Skilled Workers stream. The first was an occupation-specific selection for service supervisors and retail sales. 225 candidates were invited with a cut-off score of 615.

226 candidates were invited to the second skilled worker draw from all occupations with minimum scores of 670. 708 cut-off score was required by 61 candidates who were invited by the province through the International Education stream and 54 Skilled Worker Overseas candidates were invited through a Strategic Recruitment Initiative.

British Columbia

Through the skilled worker and international graduate streams of the BC PNP in a draw that targeted tech occupations, 99 candidates were invited by British Columbia on 11 April who required a minimum score of 85.

Targeted invitations to apply to the Skilled Immigration streams may be based on one or more following factors:

  • Education   
  • Language Skills
  • Duration and Skill Level of Work Experience
  • Eligible Professional Designations in B.C.
  • Wage and Skill Level of Job Offer
  • Intention to Settle and Work in a Specific Region
  • Strategic Priorities – factors that support government pilot projects and initiatives, and address specific labour market needs in British Columbia.

On April 11, there were two other targeted draws. 25 early childhood educators and assistants (NOC 42202) were invited by the first draw with a minimum score of 60. Eight candidates with healthcare occupations were invited in the second draw who also needed a minimum score of 60.

Ontario

On April 11, 295 candidates were invited by Ontario in an Employer Job Offer: In-Demand Skills stream draw. A minimum score of 30 is needed by the candidates. No specific occupation was targeted as it was a general draw. The number of skilled immigrants who come to the province through the Ontario Immigrant Nominee Program (OINP) is about to be doubled by Ontario as announced recently by the province.

$ 25 million is about to be invested by the province to do so, over the 3 years. Labour shortages and contribution to the economic growth will be addressed when skilled immigration is increased as stated by the province. 18000 newcomers are expected to be welcomed by Ontario through the PNP by 2025.
