7000 Invitations Were Sent to Express Entry Candidates in the Largest All-Program Draw Ever

7000 Invitations were sent to Express Entry candidates in the largest all-program draw ever by Immigration, Refugees and Citizenship Canada (IRCC).

It was the seventh Express Entry draw of 2023. The Cut-off CRS score for this particular draw was 490. 5,500 Invitations to Apply (ITAs) were sent to candidates in the last all-program draw of January 18 which was a record in 2023, but this all-program has beaten that record.

Candidates are considered from all three Express Entry programs in an all-program draw: Federal Skilled Workers Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC).

This draw has broken the pattern of program-specific draws that have been occurring over the past two months. There have been four program-specific rounds of invitations since the last all-program draw, one for FSWP candidates and three for PNP-only. 697 candidates were invited in the most recent PNP-only draw on March 1.

Prior to 2023, between July and November 2022, all Express Entry program draws were all-program draws that invited over 1,000 candidates each time and grew as the minimum Comprehensive Ranking System (CRS) scores decreased.

2021 Express Entry Data Released by IRCC

Express Entry data for 2021 was summarized by a recently released report from IRCC. 2021 was a unique year in the history of the Express Entry program.

To ease the backlog caused by COVID-19-related travel restrictions and border closures, all program draws were paused starting in December 2020. In the Canadian Experience Class (CEC) and the Provincial Nominee Program (PNP), IRCC continued to issue ITAs to the candidates until September 2021 when CEC draws were also paused.

Overall 114,431 ITAs were issued in 2021 as there were no all-program Express Entry draws in that year. No ITAs were issued to FSWP and FSTP candidates as all 42 Express Entry candidates were program specific for the CEC and PNP. 64% of the ITAs were issued to candidates between the age of 20 and 29.

100 CRS points were received by candidates in this age range under the comprehensive ranking system. After candidates turn 30, they receive fewer points for age.

The majority of ITAs were issued to candidates who were already living in Canada as temporary residents because of the pauses. Candidates living abroad were still issued some ITAs.

ITAs were issued to the top five nationalities as follows:

  • Canada: 102,806 ITAs issued
  • India: 3,826 ITAs issued
  • Nigeria: 1,432 ITAs issued
  • USA: 806 ITAs issued
  • People’s Republic of China: 687 ITAs issued
