Provincial Nominee Program Invited 1,613 Candidates in Latest Express Entry Draw

The latest Express Entry draw saw 1,613 Invitations to Apply (ITAs) issued by Immigration, Refugees, and Citizenship Canada (IRCC). Applicants needed to score at least 743 points on the Comprehensive Ranking System (CRS) in order to be eligible.

On 19th of September, 4,000 applicants under the Canadian Experience Class (CEC) were issued Invitations to Apply, with a required minimum CRS score of 509. This is about 2 points above the previous CEC draw of August 27.

In the summer months, IRCC had given out ITAs for the CEC steadily. Since July, 21,800 ITAs have been distributed to CEC applicants. That matches the goal of the department in trying to reduce temporary residents and draw on more “domestic” ones. It is in its plan to meet its annual targets for permanent residency. This was the first Express Entry draw for the month. In October last year, IRCC had issued a total of 9,173 invites in four draws.

Express Entry : What is it?

Developed in 2015, Express Entry is one of the most sophisticated systems of managing immigration applications developed by Immigration, Refugees, and Citizenship Canada (IRCC) to effectively select economic immigrants. In the context of ensuring that workers meeting the labour market needs of the country are brought to Canada in a relatively short period of time, Express Entry primarily focuses on filling out workforce gaps by welcoming high-ranked candidates to apply for permanent residency.

Express Entry manages three main immigration programs:

  • Federal Skilled Worker Program (FSWP): for skillfully experienced foreign workers
  • Federal Skilled Trades Program (FSTP): for candidates with skilled trade credentials
  • Canadian Experience Class (CEC): for eligible candidates with Canadian work experience

All three of these programs operate under the Comprehensive Ranking System (CRS), a points-based system which rates candidates on a number of human capital factors, including:

These factors amount to a total score that directly influences the candidate’s chances of receiving an Invitation to Apply (ITA) for permanent residency. The Immigration, Refugees and Citizenship Canada, or IRCC, invites candidates with the highest scores in each draw, and there are multiple types of draws targeting the given types of programs or profiles.

The higher the CRS score of a candidate, the better his chance to get selected. Ideally, in every round, a candidate will always have an updated profile so that the revised CRS score is improved and increases his or her potential for getting an ITA in the subsequent round.

Selection By Category

CRS scores tend to be lower when it comes to category-based selection draws. In a bid to aid the department in selecting Express Entry applicants who would quickly fill up labour or demographic gaps, IRCC came up with these categories for draw back in May 2023. There are six categories available for these drawings within the department.

  • Healthcare 
  • Science, Technology, Engineering and  Mathematics (STEM) occupations
  • Trades
  • Transportation
  • Agriculture and agri-food 
  • French Language Proficiency 

The IRCC now submits that the categories were selected based on thorough stakeholder consultations, labour market analysis, and taking into account its objective in admitting 6% of all admissions into French-minority regions outside Quebec.

The candidates must be in the Express Entry pool, and a high CRS score will prove beneficial even though the CRS cut-off scores for such drawings often occur at lower levels than those of program-specific or general draws.
