Candidates were invited by 6 Canadian provinces from October 28 to November 3, namely, Ontario, British Columbia, Quebec, Alberta, Manitoba, and PEI.
Through the Provincial Nominee Program (PNP), economic immigrants can be invited to apply for a provincial nomination by all Canadian provinces and territories, except Quebec and Nunavut. The application of a candidate for permanent residency is strengthened by nomination when they apply to Immigration, Refugees, and Citizenship Canada (IRCC).
There is total autonomy of Quebec over the number of economic immigrants it may choose for permanent selection as this French province has a separate agreement with the federal government.
Immigration Levels Plan is released by IRCC every year to set for the number of permanent residents that will be invited over the coming three years. Immigration Levels Plan 2024-2026 is Announced by Canada on the first of November. According to the plan, in 2024, 110,000 newcomers will be admitted by IRCC through the PNP, and the targets for both 2025 and 2026 will be 120,000.
Under the Ontario Immigrant Nominee Program (OINP), Invitations to Apply (ITAs) were issued to candidates in the Master’s Graduate and PhD Graduate streams on October 30. No occupations were specified which means they both were all program draws.
With a cut-off score of 43, 1051 Master’s Graduate stream candidates were invited by the province. With a minimum score of 42, 66 PhD Graduate stream candidates were also invited.
Under the British Columbia Provincial Nominee Program, more than 203 PNP candidates were invited on October 31. 113 was the cut-off for International Graduates, 111 was the cut-off score for the Skilled Workers draw, and 91 was the cut-off score for Entry Level and Semi-Skilled candidates.
The remaining three draws which were occupation-specific targeted Only Skilled Workers and International Graduates stream candidates. 48 early childhood educators and assistants, 22 candidates in healthcare professions, and less than five people in other priority occupations required a cut-off score of 60.
On November 1, the French province known as Quebec released its own Immigration Levels Plan. Just like the federal Immigration Levels Plan, Quebec sets targets for the economic immigrants it will invite to apply for permanent selection. The target of 2024 and 2025 has been set by the province this time but typically it sets targets up to four years in advance.
The target of the province is 30,650 skilled workers in 2024 and 31,500 workers in 2025. The two most recent provincial immigration draws on October 26 invited 1220 candidates. The first draw targeted candidates in multiple trade occupations with a score greater than 465 points and the second draw targeted candidates with a score greater than 608 in tech, healthcare, and other priority occupations.
On October 24, through the Dedicated Healthcare Pathway with Alberta job offer stream, 22 candidates were invited by the province. 326 was the cut-off Comprehensive Ranking System (CRS) score. 100 eligible candidates with a cut-off CRS score of 329 under the Primary Occupation In Demand and Family Connection stream were invited on October 26.
Under the Manitoba Provincial Nominee Program, 400 candidates were invited by Manitoba to apply for nomination on November 2. 3 separate draws were held by Manitoba. With a minimum score of 768, 204 candidates were invited to the Skilled Workers in Manitoba stream in the first draw. With a cut-off score of 708, 65 candidates were invited by the province in the second draw under the Skilled Workers Overseas stream. The minimum score was not specified for the 131 International Education stream candidates who were invited under the final draw.
Under the Prince Edward Island Provincial Nominee Program, 41 Labour and Express Entry candidates were invited to apply on November 2. Candidates working in the food processing, manufacturing, healthcare, and agriculture sectors were selected.
